When Pocket Development bought this 2.6 acre piece of land in West Oakland in late 2002, it was home to a container storage facility on a relatively isolated stretch of Mandela Parkway. No one was doing large-scale projects in the area, and the idea of market-rate housing in West Oakland was something of a novelty.
